Kent has been serving Franklin County law enforcement consecutively since 1989.  Equal to this is his off-duty record for volunteering and supporting the many Franklin County community groups.


During the course of his career, he has forged many professional working relationships with community leaders, business owners and hardworking citizens.  He implicitly understands their concerns with regards to preventing and investigating crimes committed within our county.  Sheriff Winstead is an avid proponent of community policing and is dedicated to delivering a modern, forward-thinking Sheriff’s Office; one that is committed to transparent and accountable policing.


Kent holds a Bachelor’s degree in Criminal Justice from North Carolina State University, and has obtained his Basic and Advanced Law Enforcement Certifications from the North Carolina Department of Justice.

Chief of Staff Terry Wright

Prior to joining the Sheriff's OfficeTerry served as the Director of the North Carolina Department of Public Safety Private Protective Services Section.  As the Director, he was responsible for the overall operation of the agency and for the administration and enforcement of the Private Protective Services Act and the Alarm Systems Licensing Act.  Terry oversaw the planning, organizing, administrative, budgetary, personnel, investigative, and enforcement activities of the agency. 


Terry has 15 years of law enforcement experience with the North Carolina State University Campus Police Department, including specialized training in investigations and management.  While at NCSU’s Campus Police Department, he served as a Police Officer, Detective, Chief Investigator, Director of Patrol Operations, Assistant Chief and Interim Chief.  


As Chief of Staff, Terry is responsible for the management oversight of all Units at the Sheriff's Office.

Terry holds a Bachelor of Science degree in Criminal Justice Administration and a Bachelor of Arts degree in Political Science from North Carolina Wesleyan College. 

Terry has been awarded his Advanced Law Enforcement Certification from the North Carolina Department of Justice's Criminal Justice Education & Training Standards Commission and is a graduate of the University of North Carolina at Chapel Hill Institute of Government Law Enforcement Executive Management program.  Terry is from Bunn, where he lives with his wife and family.

Major Rudy Baker

Major Baker’s law enforcement career began in 1990.  During his career he has served as a law enforcement officer with municipal, county and state agencies. Major Baker most recently served with the North Carolina State Highway Patrol prior to joining the Sheriff's Office.  Major Baker brings a wealth of experience and is responsible for overseeing the daily operations of the Sheriff’s Office Detention Center and Animal Services. Major Baker has been awarded his Advanced Law Enforcement Certification from the North Carolina Department of Justice Criminal Justice Education &Training Standards Commission.

Patrol Major Cliff Adams

After obtaining an Associate Degree in Criminal Justice from Wilson Community College, he joined the North Carolina Highway Patrol in October of 1987.  Upon completing patrol school in March of 1988, his first assigned duty station was Mecklenburg County in the Charlotte area where he served for two years.  In March of 1990, he transferred to Franklin County, where he has made his home for 26 years. He served in Franklin County from 1990 to 1999 until he transferred to the North Carolina Highway Patrol Motor Unit out of Raleigh. He obtained his advanced law enforcement certificate in 2002 and was promoted to Sergeant of the Motor Unit in February of 2011.  It was at this position that he retired honorably from the North Carolina Highway Patrol on October 1, 2015.

Captain Jarrett Umstead Criminal Investigations Division Commander

Captain Jarrett Umstead is the Commander of the Criminal Investigative Division (CID) of the FCSO. This division comprises of a number of technical units:  Criminal Investigations, Domestic Violence Taskforce, Narcotics, CCBI, Computer Forensics’ and ICAC Taskforce (Internet Crimes Against Children). 

Prior to joining the Sheriff’s Command team, Captain Umstead served as Police Chief for the Lake Royale community for twelve years where he implemented many positive policy and operational changes. Captain Umstead is a recent graduate of the FBI LEEDA course, and has been task with overhauling the operational effectiveness of the CID division under his command. Captain Umstead has extensive leadership and management experience. He also served in the United States Navy and Army Reserves.

Captain of Patrol Travis Philbeck

Captain Philbeck has served with the Sheriff's Office since 1995. Captain Philbeck provides supervisory oversight of the Patrol, Civil Squad, Domestic Violence, School Resource Officers, and K9 Units.  Captain Philbeck has previous experience as a Deputy, Detective, Detective Sergeant, Staff Sergeant, and Lieutenant. He is also responsible for the yearly training of the patrol division and serves as Commander of the SRT.

Lieutenant Kevin White (Criminal Investigations Division)

Lieutenant White currently serves as the second in command of the Criminal Investigations Division.  His previous assignments include Domestic Violence, Patrol Division, Civil, Investigations, and Sexual Assault Investigator.  He is also a General Instructor, Specialized Firearms Instructor, Rapid Deployment Instructor, Concealed Carry Instructor, and Force on Force Instructor.  He teaches these and other subjects in Vance Granville Community College's Basic Law Enforcement Program. 

Kevin has been involved with the FCSO's Special Response Team since 2002, and is currently serving as Team Leader.  He is a avid shooter, and enjoys spending time with his family in many outdoor activities. 

Lieutenant Terry Allen (Patrol Division)

My name is Terry Allen, I graduated from Gold Sand High School in 1969.


I started my law enforcement career with the Bunn Police Department in 1980 and left there in 1982 and worked with Louisburg Police Department until 1983. I joined the North Carolina Highway Patrol in 1983 and retired in 2010. I went back to work with Louisburg Police Department and worked there until I took a job with the Franklin County Sheriff's Office December 1, 2014 as the sergeant on D-squad and was promoted to Lieutenant over the Patrol Division in 2016. 

Detective Sergeant Judy Pittman (Investigations)

Detective Sergeant Judy Pitman joined the FCSO in December 2014, having served seven years with the State of North Carolina, first as an investigator with the NC Board of Elections, then as investigator with the North Carolina Department of Public Safety Private Protective Services Section.  She has over 20 years as a full-time law enforcement officer, serving mostly with the Wake County Sheriff’s Office, and has conducted numerous undercover operations serving with both Drugs and Vice squads. 


Judy is responsible for the daily management of the criminal Investigations Division of the Sheriff's Office.  She is a general instructor through NC Department of Justice Criminal Justice Standards, and has a BS degree in Criminology from Florida State University. 


Detective Sergeant Robert Legnante (Domestic Violence)

Detective Sergeant Robert Legnante currently serves as the Detective Sergeant of the Domestic Violence unit. His previous assignments include Patrol Deputy, Corporal in the Patrol Division, Patrol Sergeant, SRO Sergeant, and Domestic Violence Investigator. He also serves as the Sheriff’s Office Armorer. He has been awarded both the Intermediate and Advanced Certifications from the NC Sheriffs Education and Training Standards Commission.


Sergeant Legnante has been involved with the FCSO's Special Response Team since 2000. He has over 1600 hours of certified tactical training and over 800 hours of certified Law Enforcement Sniper training. He is LE Sniper certified and is currently serving as a SRT Team Leader and designated Sniper.

Sergeant Bryan Gupton (Civil Division)

Sgt. Bryan Gupton began his law enforcement career in 1999 with the Louisburg Police Department.  In 2001, he joined the Franklin County Sheriff’s Office where he was assigned to work in the Civil Division as a Deputy.  Excelling in his duties, he was quickly promoted to Corporal and then Sergeant.  As Sergeant he is responsible for the daily supervision of the Civil Division, consisting of six Civil Deputies that handle all Civil Process matters for Franklin County. 


Sgt. Gupton earned his Associate's degree in Criminal Justice in 1998 from Vance Granville Community College, and has been awarded his Advanced Certification by the North Carolina Sheriff's Education and Training Standards. 

Sergeant Kyle Horton (Lead School Resource Officer)

Sgt. Kyle Horton began his career with the Sheriffs' Office as a patrol Deputy. He has served as a School Resource Officer and was promoted to Sergeant overseeing the School Resource Officers on December 1, 2014. Working closely to support the school principals, Sgt. Horton and his team of SROs strive to provide the safest environment possible for our children. Sgt. Horton earned his Bachelor's degree in Justice Studies from North Carolina Wesleyan College. Sgt. Horton has also been awarded his Advanced Law Enforcement Certification from the NC Sheriffs' Education and Training Standards Commission.

Office Manager Jackie Person

Born and raised in Franklin County, Jackie has been with the FCSO for over 18 years.  Starting her career as an administration assistant, Jackie now overseas the daily operations of the administration staff, and is focused on ensuring that the public interaction with the administration staff is a positive one. 

Accounting Ellen Marks

Ellen joined the Sheriff's Office in 1998, and has a passion for everything financial.  Ellen provides oversight on all financial matters for the Sheriff’s Office and is responsible for accounts payable, payroll and assisting the command staff in budgetary planning.  


Ellen is married to Jim and has four grandchildren.

Administrative Assistant Tanya Cash

Born and raised in Franklin County, Tanya has been working with the Franklin County Sheriff’s Office since 2006, and is responsible for the processing of permit requests, maintaining the Sex Offender Registry, creating daily media logs, and generating incident reports.  Tanya is customer service focused and dedicated to ensuring a positive experience for the public at the Franklin County Sheriff’s Office. 


Tanya is married to Josh, and both are avid outdoors people. 

Administrative Assistant Tiffany Anderson

Tiffany joined the Sheriff's Office in December 2014 after working for three (3) years in the customer service sector. Tiffany received her bachelors of science degree in healthcare management at Winston-Salem State University. She is responsible for data processing, records management and assisting with the daily public inquires at the front desk of the Sheriff’s Office.

Stephanie joined the Sheriffs’ Office in May 2015 after working fourteen (14) years in the customer service sector.  Stephanie is certified in business technology and as a medical administrative assistant.


Stephanie is a lifetime resident of Franklin County and enjoys helping people. She regularly volunteers in the community and enjoys spending time with her family.


Stephanie is responsible for providing administrative support at the Sheriffs’ Office Sub Station in Bunn and looks forward to serving the citizens of Franklin County.


Detention Management Team

Captain James Arrington (Operations Supervisor & Transport)

James has been employed at Franklin County Detention Center for 10 years, where he began his career as a Detention Officer.  After one year of service he was identified as a leader and promoted to Sergeant. 


James currently serves as the Captain and Coordinator for transportation.  He has extensive training in Ethical Leadership and Gang Training.  His operational knowledge of Federal and State detention operations is second to none. 


James is a lifetime resident of Franklin County.

Captain Avery Wilson (Operations Supervisor)

Avery serves as a Captain at the Franklin County Detention Center, where he has been employed since 1999.  He began his career as a Detention Officer in 1995, having previously served as a Detention Officer in Warren and Vance Counties.  He has extensive experience and training in several areas, including Ethical Leadership and Gang Training.

Detention Administrative Assistant La’Shaunda Jones

La’Shaunda brings extensive administrative and customer service experience to the Franklin County Sheriff's Office.  Her contributions to the communications and administrative functions of the Detention Facility support its efficient and safe operation. 


La’Shaunda enjoys her job and serving the citizens of Franklin County.  She is a lifetime resident of the county and an avid community volunteer.  She also enjoys spending time with her husband and step-son.

Maintenance Team

Mr. Harry Dupree

Harry Dupree joined the maintenance team two years ago, having worked for 40 years as a plumbing, heating, electrical, and refrigeration technician. Harry maintains his certifications in these professions. Harry is a lifelong resident of Franklin County and has been married to Joyce for seven years.
