S.M.A.R.T.

The Franklin County Sheriff’s Office S.M.A.R.T. (Substance Use Mental Health Advocacy Response Team) is a vital part of our mission to protect public safety while offering responsible support to individuals in crisis. This specialized unit includes a Director of Programs, a Social Worker, a Program Support Specialist, and a sworn Community Support Investigator.


Embedded within the Patrol Division, the S.M.A.R.T. Team co-responds to calls involving mental health concerns, substance abuse, and involuntary commitment (IVC) situations.


Working alongside other Sheriff’s Office units, the team takes a direct, action-based approach—ensuring individuals are connected to appropriate services that emphasize recovery, responsibility, and long-term public safety. Follow-up efforts help reduce repeat crises and protect both the individual and the broader community.
